What he is saying is that they have planned for the surge but they failed to put them into actions. Which resulted the hospitals were overwhelmed as well as all the shortage in supports.

More importantly they are not going to compensate the people whom they have failed to help. But they continue to draw that high remunerations that they were bestowed upon without any accountability or responsibility that’s all.
