Chip4 is an alliance between the US, Japan, Taiwan, and South Korea. It is still a concept or a proposal mooted by Biden Administration. It is a political concept. Its purpose is very clear but countries like South Korea were reluctant because it would eat into their commercial benefits. Some other countries totally dislike the idea because it will also affect their semiconductor industries
Anyway, Chip4 have their 1st senior official working group video meeting last week on Feb 16. They focussed on "how to maintain the resilience of the semiconductor supply chain and explore the possible future cooperation directions of all parties"
