There is nothing wrong with Meritocracy, Globalisation, FTAs . . .

BUT it is just that PAP CANNOT Plan, cannot review, cannot enforce and cannot tweak minor issues.

Hopeless overpaid PAP.

I think you oversight on the followings:

They have plans that allow them to continue with their successions, review things that allow them not to have any accountabilities but allow them to have excuses for their foul ups, and enforce on things that allow them to bring down opposition's views (FICA) and tweak minor issues to show that they are doing a great job. Thereby justify their remunerations. 

People, is the last things in their mind which resulted them to execute this endemic here in our small island....just try recall all the past issues we have here in our country. Had the ministers been penalized for the runaway terrorist? was the past CEO of the train system punished? just to cite some examples.
