it is a question of how many votes will be lost if PAP increases supply because existing owners will vote against PAP.
it is a question of how many votes will be lost if PAP does nothing because youngsters will vote against PAP.

it is clear that PAP should do nothing because PAP still remain in power for the last 20 years.
