111 nations have signed the Convention on Cluster Munitions. USA is not one of them. Neither is Russia nor Ukraine. 

So all 3 of them can luan lai if they wanted to. Some European nations have already supplied Ukraine with cluster bombs according to USA. Not sure which nations. Most probably not signees of the convention.
