There were so many ongoing factors like drought, monsoon etc nobody at that point in time could understand all the effects.

It is same as Bernanke cutting interest rate to revive the US economy in 2009. That led to inflation.and Arab Spring and collapse of a few govt. Until today it is not clear if Bernanke àone or China fiscal spree during that period.lead to  surging jnflation and collapse.of those countries.
