According to Chinese news on the radio, the developer has stored some materials on the rooftop illegally which led to the collapse. Still searcing for an article on this point.

the roof of the stadium at the No 34 Middle School in Qiqihar, Heilongjiang province, gave way on Sunday afternoon, state broadcaster CCTV reported.

Eight people were rescued by 5.30pm.
