It is not because China is fast, I think China completed the MRT line on time but Japan failed to complete as planned and it drags on year after year.
I am also not trying to side China or Japan, but the scenario remind me of things in office.
Say you handle project A and another colleague handle project B.. Project B finished on time because it is smaller and less complex, while project A has a lot of hurdles, especially human hurdles.. People not familiar with the details will end up just saying PM of Project A is lousy and cannot manage project.
