3.5 years is till too long. a hinder to grow populations. hdb should drop partial bto and go back to those years of build first then sell to meet demand in a more timely manner.

the person who started bto is thinking in terms of hdb best interest. not in the interest of best serving the people.
this type of thinking need to be killed in the long term. serve people not easy work for civil service.
