That's the basic requirement. Aso need to contribute economically and for population growth (else need to import foreigners as ah butt has been pointing out many times)

Our leaders have to reduce the resident population by 1/2 i.e. 3 million. If our tiny island is overcrowded and everything is so damn expensive, no S'porean in his/her right mind will want to bring children into the most expensive city in the world.
