India has a population of 1.5 b. 10% of the population control 40% of the GDP. The other 60% of the GDP are shared by 90% of the population. And so the former are obscenely rich while the latter are even more obscenely poor.

The Director General of anything, not just of the police, obviously has a lot of power and the 10% aforementioned know whom to butter for approvals for licenses, contracts etc...and if it's the DGP, then even rape-murder case can be classified as suicide and the body quickly "disposed of" by the fire used for the "suicide"..
