I am just conjecting why the US did not ratify UNCLOS and China did. UNCLOS was drafted during the COLD WAR. The US was afraid to lose the remote islands like Hawaii and Guam if they ratified UNCLOS.

As to why China ratified UNCLOS when they also have remote islands, is not known.
