In terms of cases, HK is slightly better than Singapore throughout the pandemic but its peak in Mar is a lot worse than Singapore's peak in Feb (there is a higher peak in May but that was an accumulation of 8 days and that error was never corrected). In terms of deaths, HK is also a lot worse than Singapore.
For the last 30 days, the avg death rate for both is 1. But Singapore's should be higher as I think HK's avg death rate is rounded up to 1 while Singapore's is rounded down to 1. Really not much difference.
