They already had plenty of open underground casinos la..
Same as the numerous sex clubs, shows, etc...for adult male tourists entertainment. 

Now they just want big investors to pump in $Billions investment to boost the failing economy.
Build a "Recreational Park cum Casino" attractions. Similarly to the Singapore's concept. MBS and Sentosa family oriented entertainment. 

Thailand already being a major tourist destination for decades. This casino plan is just another add on, more for political hype.
