I wonder how such fire can spread and burn down the house to such an extent when HDB flats are concrete.

Either the flat is packed full with furniture or has false ceiling

Hdb home insurance has coverage for internal and external damage. 
FWD offer very cheap premium for external fire damage. (Building structural damage, neighbours house damage,...)

The switch board is in the storeroom, what taobao?

Is the block/unit recently upgraded. My relatives, also living yishun, found the water pipe in the kitchen leaking one year after the upgrading. It is due to poor workmanship.

It was establushed by SCDF that the fire started in the storeroom and owners claimed that the stores wete mainly electrical stuff  i suspect there could be some other items made of cotton, cloth, manila rope or oily rag material that can catch fire by itself when they oxidize and the storeroom temperature is ideal for "spontaneous combustion". 
Go google for spontaneous combustion if you dunno so that you will not make such mistake with the things you dumped in your storeroom.
