28 OECD Countries, SG did badly
It was reported by UK that-
". . . . our system did not perform well relative to other countries in terms of retirement income adequacy since there is no basic pension or significant safety net for the poorest."

Actually, reports have shown that past 10 Years
PAP did not manage CPF well
HR consultancy AON declared that retirement inadequacy in Singapore was “acute”. By their calculation, the average CPF LIFE payouts would only replace about 25% of a person.

for those who have hdb flats, it is quite simple.
just rent out the flat and go to a small town in malaysia to rent a house.
the rental from hdb flat should be able to cover rental and living cost in malaysia , plus some extra money.

Comfortably is too vague. Must set a yardstick as different people have different comfort criteria. For example some feel comfortable staying in a rented HDB room and some don't......

With 34% of national wealth held by 1% of SG population, virtually, the balance 66% wealth is spreading thinly across the majority 99% population.
Why is Everyone working so hard just to enhance the growing wealth of one %?

HDB is a liability and must rent it out to survive in Malaysia that is not our home, not our country and not our Govt.

It really depends on what they mean by "retire comfortably" when they answer the questionnaire.
If it means that on the last day of employment I am drawing $x and the next day of retirement I should still be able to continue my lifestyle at 80 - 90% of $x, then most Singaporeans are unlikely to meet this criteria as the net worth required is rather high.
However if it means basic needs are met and the occasional luxury here and there then yes perhaps 50% - 75% of the population can meet this criteria.

Housing price must keep rising and rising to sustain Retirement.

I think basing on simple, frugal lifestyle and not fuzzy on food most Singapore should be able to retire. However, still may be about 10% to 15% might not be able to meet this lifestyle cost.
It is the medical and hospitalization cost that scare people into retirement and looks like half the population find it very difficult to meet in retirement.....

PAP better go and beg Malaysia Govt
They better be on the knees to allow old poor Singaporeans to rent and live in JB
And then apologize to citizens for not handling CPF for our retirement well

Regardless, all retirement must cover 3 BASIC Necessities
esp for the bottom 20% of the people:
1) Roof over the head
2) Electricity & Water
3) Food
4) Medicine
