Singapore ranked 15th in the Global Food Security Index, better than many other countries including NZ, Denmark, Norway etc. Also 3-MCPD is commonly found in eatable oil, especially in the processing of palm oil which its neighbours, Malaysia and Indonesia, are the 2 largest producers in the World. Quite a sure Singapore authorities will keep an eye.
