Not right to say so. In any generation, there's always only a number of people who are truly good, the rest are just average or even mediocre. Take an example in 1970s to 1980s. Not so many people get a degree then but those who get are mostly good. Slowly in late 1990s to now, more and more people are able to get a degree but many of these degree holders are only the equivalent of diploma holders in the past. This is regardless of our education curriculum.
So when there are 100,000 locals doing IT, there's a good chance that more than half are only average. We definitely need overseas people to complement us. I was in the engineering field for many years (no longer so) and have benefitted from my exchange with foreigners.

PSP's Mr Leong Mun Wai said this IT shortage has been in Singapore for more than 15 years.
Who should be accountable for this shortage ?

Depends on what kind of levels you need. To innovate, you need the top 5%, and therefore we will not have enough, given our small population. For intermediate level, maybe the top 30% of our IT people constitute that. Still not enough. Of cos, the pay also doesn't commensurate with the effort needed to acquire those knowledge.

That's where the issue comes in... importing from a certain South Asia or source globally... the negative feelings would not grow if we have a broad base for IT talents... and since we have fixated with one source we need to have a calibrated concessions on those dependents lanes etc... not all with familial lines
