Increase the total quota of COE by the number of COE taken up by foreigners, PRs and new citizens so that Sjngaporeans who need a car are not negatively affected and crowded out by the PAP influx of foreigner nationals.

Make it similar to landed properties, only sc and only a few foreigners can buy. The rest hv to rent. Very gd for car rental companies, locals will be very happy too

your solution cannot work for PAP.
you need to come up a solution that COE prices can only go up.
