Civil War in Myanmar

M'sia to lead ASEAN delegation to war-torn Myanmar. Diplomats from M'sia, currently chairs regional bloc, said they try to assess whether Myanmar junta’s planned elections be ‘comprehensive’.

M'sia will lead a delegation to Myanmar next month after junta scrapped its state of emergency, foreign minister Mohamad Hasan announced on Friday.
Mohamad told reporters trip will “most likely” take place on September 19 and include foreign ministers of Indonesia, Thailand & the Philippines. “I want to get a clear picture for me to bring to the attention of ASEAN leadership in October,” he said, referring to the Association of Southeast Asian Nations’ (ASEAN’s) year-end summit. Malaysia currently chairs the bloc, has tried to increase pressure on member state Myanmar’s junta, including by barring its leaders from summits, over ongoing bloodshed. But ASEAN has so far been fruitless in its diplomatic efforts to end Myanmar’s conflict, triggered by the junta’s ousting of elected leader Aung San Suu Kyi in February 2021, sparking a many-sided civil war. Last week, military chief Min Aung Hlaing ended nationwide state of emergency declared during coup touted plans for an election in December.

M'sian Foreign Minister Mohamad said ASEAN delegation will look into the coming polls. “I want to discuss them whether their elections will be comprehensive.” Mohamad pointed out there are still 63 cities or areas currently still in state of emergencyMost of them are conflict zones or areas under the control of anti-junta groups. No exact date has yet been set for the election.

The leader of the ethnic Ta’ang National Liberation Army on Tuesday denounced interference in Myanmar by Chinese govt looks only to its own self-interestTNLA General Secretary Major General Tar Phone Kyaw in Facebook post lamented recent Chinese pressure on ethnic armies to lay down arms or  even cede territory to Myanmar junta, saying Chinese “dominance” is one of the major challenges for Myanmar’s anti-military dictatorship revolution. Among other challenges, Tar Phone Kyaw highlighted more killings and brutality of the military dictatorship, as well as a lack of strong & unified leadership in the resistance.
At previous press conferences, TNLA officials publicly stated that they have faced not only increasing pressure but also threats from Chinese govt to stop fight the regime, when the Junta boss keep killing many innocent own folks. cryingThe TNLA is a member of the Brotherhood Alliance along with the Arakan Army (AA) based in Rakhine State & the along w/Myanmar National Democratic Alliance Army (MNDAA), a Kokang ethnic armed group from northern Shan State.

They launched Operation 1027, a major anti-regime military operation, across northern Shan State in October 2023, seizing most of the region including the capital Lashio and vital trade routes with China. The TNLA and allies seized additional towns in northern Mandalay Region, pushing towards the country’s second-largest city, Mandalay, in September 2024. But they had to slow their ops under intense pressure from the Chinese govt, which closed all border gates into territories of the two ethnic armies in northern Shan State. China also pressured another powerful group, the United Wa State Army (UWSA) in eastern Shan State, to close gates to MNDAA-held territory. Chinese govt karma is so bad, not helping himself for reportedly detained MNDAA leader Peng Daren in 2024, prompting this such group not, but help to pledge it would not attack Mandalay or Taunggyi, capital of southern Shan State. It was then, they the forced his to hand back Lashio back to the regime in April this year. But the TNLA, in China-brokered “peace” talks in Kunming in late April, refused regime’s demand to return towns it had liberated. Since then, junta has been bombing TNLA-held territory, resulting in a large number of civilian casualties. crying As
further the Chinese-brokered talk, will

Children as young as two years old have been detained by Myanmar’s military, often as proxies for their parents, and held in prison facilities where there is systematic torture, UN investigators have warned.

The Independent Investigative Mechanism for Myanmar, which was set up to document and share evidence of abuse with national, regional and international courts, said in a report that “frequency and brutality” of atrocities inside the country had continued to escalate, more than four years after the military seized power in a coup in February 2021. The IIMM said it had collected evidence from witnesses indicating children aged from two to 17 had been detained, often in lieu of their parents. Military & police may detain children in cases parents who perceived to be associated with opposition movements cannot be found to arrest. Some detained children had been subjected to torture, ill treatment or sexual gender-based crimes report said.

Military has conducted mass arrests since coup, detaining almost 30,000 people, including political opponents, journalists and activists accused of resisting junta rule, according to the Assistance Association for Political Prisoners (Burma), a local group that tracks arrests.

The IIMM said it had gathered significant evidence that there was systematic torture inside prison facilities, including beatings, electric shocks, strangulation, torture by pulling out fingernails with pliers, and forms of sexual violence, including rape and gang-rape. Torture had resulted in death, report said.
Investigators had made progress in identifying specific members and units of security forces “involved in operations at identified detention facilities”, report added, including direct perpetrators of sexual and gender-based crimes as well as high-level commanders.

Commentary: What does Myanmar Acting President Myint Swe’s death mean for the country?. The passing of Myanmar’s acting president provides an occasion to contemplate his life & Myanmar’s future, say two experts.

S'PORE: Myanmar's State Security & Peace Commission (SSPC) announced th
death of Acting President Myint Swe, w
74 years old, on Aug 7 & decided to hold a state funeral. SSPC’s decision, though in accordance w/protocol for passing of a sitting head of state, requires some contextual consideration of Myint Swe’s life, actions, role in Myanmar’s political trajectory. A lieutenant general and chief minister of Yangon Division from 2011 to 2016 during Union Solidar Development Party (USDP) admin Myint Swe was the military’s nominee for president, the National League for Democracy (NLD) prepared to take office in 2016. He became 1 of two vice-presidents – was known as senior vice-president – during NLD admin. Myint Swe was in this role at the time of February 2021 military coup, became acting president post-coup. His elevation associated w/constitutional requirement for a presidential request by military “unusual circumstances” to take over state power in times of emergency.
Since then, however, he rarely in media spotlight & appeared mostly at periodic meetings of the National Security and Defence Council to approve extensions of the state of emergency. Myint Swe attracted some international attention over his statement expressing concern over country’s disintegration following surprise offensive Operation 1027 launched by ethnic armed organisations in Northern Shan State in October 2023. He took medical leave in July 2024; then SAC chief, Senior General Min Aung Hlaing, took over as acting president.

Under mounting pressure from the Chinese govt, United Wa State Party (UWSP)—political wing of United Wa State Army (UWSA), most powerful ethnic armed group in Myanmar — on Wednesday said they will cease all forms of support to allied groups, including two ethnic armies fighting the regime near the Chinese border. Through its WeChat account, UWSP’s mouthpiece Wa State TV announced group had officially decided to halt supply of weapons, equipment & military & financial to 3 ethnic armies—1) Ta’ang National Liberation Army (TNLA), 2) Myanmar National Democratic Alliance Army (MNDAA) & 3) Shan State Progressive Party (SSPP).
