Shame! Shame! Shame! We have to enact a law to force people to return trays. If the cleaner order me to move the tray from one level to another, I'll not comply!

IMHO the cleaner is at fault, having returned the tray to the shelfs is good enough, doesn't matter if it is a lower shelf or upper shelf.  Some of these cleaners are too much given some power they tend to order patrons about......
