ROC is the name of a China where the government acquired its mandate to govern through an election.

PRC acquired its right to govern through war. 

The people living in Taiwan are Chinese. Even the aborigines are Chinese. They are all citizens of China, so are Chinese.

Those Taiwanese who refuse to acknowledge the CCP as the ruler of China are like someone who continues to call himself a citizen of the Tang dynasty.
