From Israel’s point of view, this is definitely a senseless egging in extreme bad faith on Duterte’s part.
 
However from Philippines' and his own factional point of view, it is a sensible strategy. The Duterte faction is currently engaged in a political tussle with the pro-US ones within the country.
 
The more intense and outrageous the conflict in the Middle East becomes, the more the Americans will be forced into a corner which will further accelerate its decline. This will allow the Duterte faction to slowly purge their pro-US counterparts in Philippines.
