My guess for this surprise change in position is becos Ukraine is loosing quite badly and a 2nd war front has popped up in the MiddleEast.
The West is not be able to arm both sides (Ukraine n Israel) concurrently.

So unless Kiev agrees to Russia core demands for de-militarisation n de-nazification, any peace plan now will end up like the 2014 Minsk Agreement when Kiev's 1st attack on the Russian-dominated provinces failed. The West will start re-arming Ukraine once the current MiddleEast fighting stops.

I think more to do with Biden announcement on Tue 25 Apr that he will be running for 2nd term at the White House in 2024 election.
Biden isn't a populate figure and Americans don't like continue funding of Ukraine war  and the Republicans already said they will challenge Biden sending $$$ and weapons to Ukraine.. That was why Xi-Zelensky had that phone call on the very next day on Wed.

If I am Biden, I see danger of losing election against D Trump in 2024 over spending $ on Ukraine war....
If I am Zelensky, I will be desperate to hedge against the lost of US support in 2024 election year.
