That’s not a good sign for Taiwan at all. With the passing of the CHIPS Act, the US is now in full swing to implement its national security strategy to bring home high end semicon manufacturing. They attempted to hammer Korea by coercing them to join the Chip4 alliance, but so far Yoon has been deploying stalling tactics with his trademark “act blur” strategy.
From the looks of it, they’ve figured out that Taiwan being the biggest and most dependent semicon manufacturer is easy prey and are applying maximum pressure to force them to capitulate and give up their semicon manufacturing expertise and migrate to US in order to meet its 2030 market share goals.
If TSMC and UMC cannot hold out, then it’s more or less game over for the entire Taiwan high tech manufacturing industry. If these companies are bought over / forced to relocate / banned from selling to China, many small and medium sized companies plying the semicon manufacturing supply chain that are highly dependent on TSMC and UMC maintaining manufacturing locally will collapse.
A pincer attack by both US through political pressure and CHIPS funding plus China’s focused government supported program for semicon self-reliance will wipe out their last remaining globally competitive industry. If somehow Korea manages to resist successfully, then it is very likely TSMC and UMC’s market share will be redistributed amongst Intel, SMIC and Samsung in the next 5 - 10 years.

It is game over for both. Might as well sell the remaining shares when the prices are still high.
