Perhaps the govt can try the following:
1. Bring forward mandatory retirement of senior management by 5 years. This allows quicken succession and opening up of junior positions to new blood.
2. Create venture fund for young entrepreneurs to tape on so that new sector or new growth can occur for matured industries.
3. Job sharing instead of 996 culture and provide public housing to ease burden.

Third world china is collapsing. Their failed economy already produce the world number 1 unemployment rate LOL!

It is structure problem arise by graduation of Degree or higher diploma after increasing intake in last 5 years
China age 25-29 unemployment is lower than 4.5% show market take time to absorb these people,
little to do with economy situation.
