SingHealth or SingHealth Services is a private entity under MOH, commonly referred to as SingHealth Group which controls 4 large public hospitals and other medical centers including Singapore General Hospital (SGH).

Don't think there are rules and regulations governing how a private entity in a Government body can advertise their services but generally,  they were told not to compete with other private or other sectors.  If you feel uncomfortable with the advertisement,  quite sure you can put up a petition or appeal,  they will remove them.  From the advertisement,  it looks like it is SGH's advertisement.
