Meritocracy is a much misused word.
Go up by connection is meritocracy - cos you know how to cultivate relationships.
PLP to get where you are is meritocracy - it's a skill to know how to please your boss.
Backstabbing others is meritcracy - not easy to backstab, need to be quite unethical to do it.
Every way, whichever way, has some merits, just may not be morally right.

This is just Lip Service. However the actual fact is- Expand opportunities for themselves while depleting opportunities in our society.
