It starts with good intentions.
But along the way....
You sure have many problems.
Saw the SG 60 free ice cream 'queue' .
Long Q with many well dressed young ones under the sun.
Is that for the thrill ?
Or you really need that free ice cream despite the inconveniences?

- 管理方假设摊贩有能力负担免费餐的成本,这一假设可否成立?

- 管理方认为慈善行为应该由合约规范,而不是自发行动,这一做法合理吗?


 3. 追问理由与证据

- 管理方为何认为必须用惩罚来保障公益项目实施?有没有成功的自愿参与案例作对照?

- 有没有数据或实际案例表明强制性免费餐条款提升了社区福祉?

- 如果摊贩经济确有压力,有无证据显示该条款导致实际负担加重?


 4. 探索影响和后果

- 长远看,这样的惩罚机制会对摊贩行业生态、心理状态产生什么影响?

- 对公众而言,知道“爱心餐”来自强制条款,是否会改变对摊贩或管理方的观感?

- 如果未来所有小贩中心都照此执行,会带来哪些社会影响?



 5. 不同视角

- 摊贩如何看待“被规定去做慈善”这件事?有无不同身份(新手/老摊贩/低收入/高收入)的不同看法?

- 消费者和受助者如何看待:被帮助的还是被系统化“分配”这份好意?

- 有没有其他城市、国家采用过自愿VS强制的免费餐制度?效果如何?



 6. 反思核心问题

- 这项规定的最终目标是什么?是市场管理,社会公益,还是公共形象?

- 如果不设置“处罚”,摊贩群体会自主承担公益责任吗?如何激励?

- 我们为何关注“免费餐处罚”,真正的问题点是在“强制慈善”,还是管理的透明度?

Charity must come from the heart.
Not by rules and regulations.
How to differentiate who are the real needy?
I recalled one veg stall used to give out free bee Hoon on 1st and 15th of the month .
 But not many takers.
Those who can afford prefers to pay.

Before I confuse others and myself with this topic- Did MP Ong thinks that he is above the Law and can wash off the ink in the Contract with MP Grace? Let me guess, he had a wonderful private dinner with the Mgmt Operator?
