HK sort of allows, cos one can hold a British overseas passport and a HK passport at the same time. Not generally.

IIRC, only 500,000 Hong Kongers were given that. Apparently the British government chose those who either had money or were professionals.

So an ordinary Heong Kong Chai selling shoes or bags at a stall on a tiny street off Mongkok is unlikely to get it.  His chewren were probably among those pre covid street protestors.

And the BNO passport in HK is not a dual citizenship. It is for those Hongkongers under British rules carry over to become current China citizenship.

Brunei does not recognize dual citizenship and any citizen who obtains foreign citizenship loses their Bruneian citizenship
