Some people said must off mobile data when in overseas.
Others said must on....which is correct?

Think sensible to off mobile....safer....to avoid unnecessary spillages which will incur charges.

Can the roam still work when mobile data is off?

You have to turn on the mobile data then you can turn on the roaming option right?

Else you use the hotels and eateries networks.

Yes. It still can work.
Data roam is actually mobile data using another network. Mobile data normally for local use. You can switch it off and turn on data roam. If you scare off unnecessary charges coming from your background apps which probably did not do a proper switching.

Always remember dont open any sms you receive when you are oversea. It may incur additional charges.

As long as you don't stream videos, 1GB can last for 1 week easily.

Can, use on Google maps only for looking at various massage parlours is enough.

Malware can come in through the WIFI so best I think is to use a separate phone for overseas trip or when joining "public" WIFIs.

Alternatively move the OTP receiving SIM into a dummy (non-internet) senior phone, and subscribe to a 2nd SIM for internet access (+ an overseas data SIM for the trip duration).
A 3G senior phone only cost S$45+ while a 4G LTE senior phone $60+.
Read that 3G network in Spore is planned to be shutdown in 2025, so 4G should be a better option imo.
