The Japs cultivated collaborators when they occupied Singapore. Likewise the European coloniers also cultivated collaborators when they colonised many parts of Asia for hundreds of years.

Colonisers create the conditions that encourage native collaborators to betray against their own people. First, they create extreme hardships. Then they offer money & privilege.
