Simple reason is that Singapore cannot compete with US companies on same terms and conditions.
Why?

1 Brazil , a 3rd world country special US treatments
2.US export credit preferential treatment
3.Lower interest rates and cheap financing
4.possible corporate tax concession
5.Only subjected to country Limits.
