Don't think there will be an impact as unloading-reloading between the East and West coast ports will be damn inefficient.
Container rail traffic will be way much lower than the Thai land bridge as latter can serve containers originating from or entering Thailand itself, Myanmar, Cambodia, Laos and Southwest China.

Another higher impact project than the Malaysian ECRL should be the Sri Lankan port imo.
