Cannot see the cyclist means he is blind. It is wrong of him to drive and worst, kill a man. Without any license, he drove on the road makes him three times more culpable.

He's wrong to drive without a license but everything needs to be taken into consideration when sentencing. The cyclist could be partially at fault too because I've seen many just dashing across the zebra crossing at high speed. If it's human walking then there's time to react but not when it's a cyclist cycling fast.
