Even many of the ministers are actually not as good as they seem. When MPs asked questions the ministers were reading from their prepared scripts. This shows that these questions were given beforehand.

Yes. These are known as the PQs. Such questions are asked beforehand and then passed down to the respective civil serpents in the various ministries who will then scurry around to prepare the answers to give back to Minister who is being asked the question

These questions are given before hand so that the relevant ministries can search to prepare for info to be presented in the parliament.
These are not public exams for entries into universities.
