There is a saying I learned in law school: the punishment must match the crime.

To hang someone for merely touching a woman' boobs or buttock or vulva would be a miscarriage of justice.

The law deters men like Sentinel from harassing women.  But it's not as if the woman is losing a helluva lot because she was touched....and today's women are cheap.  If she does not like the man, it's molest.  If she likes the man, it is she who gets touchy feely with him.
