Can't blame companies, the civil service itself is the chief culprit of this nonsense. Typical stat board / ministry PME:

1) Manager (Fresh Grad)
2) Senior Manager
3) Assistant Director
4) Senior Assistant Director 
5) Deputy Director
6) Senior Deputy Director 
7) Director 
8) Assistant Secretary
9) Deputy Secretary 
10) Permanent Secretary

I believe Deputy Director is actually the first level in which some minimal managerial power is vested upon, it is also the first level which is not a default "guarantee" level as long as you have a degree.

Anything below that is all basically glamorized individual contributor junior executive role. Depending on job scope, they might nominally place a bunch of lower ranking people under you, but you don't have any authority to "tackle" them or make any discretionary decision on work processes. Everything at the SAD level and below is simply following prescribed SOP.

PAP Ministers are actually only secretaries but over-paid

PAP Mayors are only Administrative Managers and should not be paid as Ministers

Bus Captains and bus drivers but under-Paid

Why do we need 5 Mayors and 80 PAP Ministers?

In one of the public sectors,  senior manager's pay start from 5.5k. Deputy Director is only paid about 7k.

Not surprising. Ministries are at least bound by the MX scheme which is already heavily inflated. 

Some of the public sectors are own time own target. E.g. in PA a Constituent Director is only paid 4k.

With 3 years of experience is a Manager. So people like me should be Snr Director or CEO now.  Time to ask HR for change in job title.

LOL if you join the civil service as a degree grad, you don't need 3 years to be a Manager. First day can be one already.

Same for many banks, fresh grad first job is already Manager. Some of them at least bother to wayang a bit and put newbies on probation as Associates for the first few months.

Gov sector employ many 1st class 2nd class grad, to motivate them need to give them titles
as well as money.

They not enjoy such luck if in pvt sector. Where battle for one position likely involve lots hard work and backstabbing.

Public sectors are paying fresh engineering graduate a salary of $5000 and science graduate a salary of less than $4000. Yet, many A level students with good results avoid taking the engineering course like a plague.
