“I used to work as an accountant with a salary of about $4k plus before I was let go by my company, and since then I have been sending my resume to companies trying to get a new job.

I think my resume is pretty well written, it is the same one that I used to get my accounting job many years ago and details my many experiences and roles in my career.

For context purposes, I am 27 years old and have remained loyal to my current (now former) company, so my resume is not really illustrious.

And I also only have a polytechnic diploma.

I suspect her previous job title and salary in her ex-company are inflated and this might have led her to apply for the wrong jobs. Although she does not explicitly say it, but the fact that she cites her polytechnic diploma as her main education implies she has neither an ACCA nor CPA qualification.

Almost all companies in Singapore require a minimum of an ACCA for an accountant position, some of the more prestigious MNCs only accept CPA for an Accountant role. If she indeed has only a poly diploma earned 7 - 8 years ago, any application for accountant job will automatically enter the thrash bin.

For normal Finance or Accountancy diploma, the jobs she can apply are ones like Finance Officer, Accounts Assistant, Receivables/Payables Clerk and maybe certain entry level Finance Analyst jobs. However, it is unlikely any of such jobs will be able to match her 4k+ pay. 

Either her previous job title was inflated and/or her pay was inflated perhaps due to premium arising from loyalty (first job since graduation). I doubt mass blasting out hundreds of applications in an unfettered manner will get her anywhere.
