When j was was giving tuition, one of the bullying cases was so bad the mom pulled the child out of the school because the school did nothing and use "brush aside" tactics.
The reason why schools tend to brush aside is they avoid the work to handle this. Unless there is obvious violence resulting in obvious injury the perpetrator can always deny he threaten or harass the victim. If the school try to do something another set of parents comes into the picture and will fight the allegations.
The school teachers are already overloaded day to day how do they handle all this so they just brush aside.
My suggestion to MOE is this:
1. Stop hiding all these cases. There is more and more every year because like it or not our society is actually rotting...if you don't like what I just take it that this is a problem to be handled
2. For a special department within MOE to handle all these cases with specialists who are trained. Make it mandatory for schools to report any bullying complaints to this department to handle.
3. Right now everything is swept under carpet.
