During Cuban missile crisis, Soviet Union installed large number of missile launchers in Cuba after the U.S. deployed missile launchers in Turkey pointing to Soviet Union. After secret negotiation between the U.S. and Soviet Union, Soviet Union removed all the missiles in Cuba and JFK declared he forced Russians to back off, however a few months later the U.S. quietly removed the missiles in Turkey.

Surface navy defence is indeed weak, but their submarine still among the finest.

You can go check internet about US navy is caught off guard by Rus, Cn, Fra, Aus, Swe sub during exercise.
Many times is skill of the operator as well.
