There are several reasons why the PAP government didn't build a Founder's Memorial Hall for Lee Kuan Yew (LKY) during his lifetime:
1. Humility: LKY was known for his humility and might have rejected the idea of a grand memorial in his honor.
2. Focus on nation-building: During his lifetime, the focus was on building and developing Singapore, rather than commemorating individual leaders.
3. Avoidance of personality cult: The PAP government might have wanted to avoid creating a personality cult around LKY, emphasizing instead the collective efforts of Singapore's founding team.
4. LKY's own wishes: LKY might have expressed preferences for a more low-key approach to commemorating his legacy.
5. Prioritizing functional infrastructure: The government might have prioritized building functional infrastructure, such as housing, transportation, and public amenities, over monumental projects.
6. Waiting for the right moment: The government might have wanted to wait until after LKY's passing to assess his legacy and build a memorial that would do justice to his contributions.
After LKY's passing in 2015, the PAP government likely reconsidered the idea of a Founder's Memorial Hall as a way to honor his legacy and contributions to Singapore's history.

What is the cost like? Any feasibility study done by PAP on building this unproductive structure?
Thinking is difficult, that's why most people judge

This memorial hall serves as a repository of our nation's history. In the next 50 years time, the majority of Singaporeans will not have had the opportunity to meet or seen Mr. Lee Kuan Yew in person.
He will be just another figure in a part of our history.
The contributions of Mr. Lee Kuan Yew and his colleagues were instrumental in establishing the sovereignty of our nation.
Their unwavering resolve and dedication to building Singapore from its inception laid a robust foundation for its subsequent success.
Preserving the invaluable qualities they embodied, is essential in shaping the character of every Singaporean of today and tomorrow.
So it is not only about LKY and his team, it is all for our future generations well-being.

LKY does not bother with such symbolism
He does not want his legacy to exploited by future leaders for legitimacy.
Leaders should stand on their own two feed not be up there because they are LKY followers.
