Just jail and cane only is not enough deterrence imo. For drug trafficking we imposed death penalty. I think for such brutal rape cases by sickos, it is not a bad idea to include castration in addition to jail and cane.

a way to mitigate this type of problem is to make a monthly contributions to a common fund. money is the man but can only be taken if he commits not to work here any more. if he commits a crime court can order a fine to be taken from this his fund.

money is in high importance to foreigner, that is primary reason they are here. so hit the most pain point.
better then waste money to feed them in jail.
