To measure a city’s safety, the NUMBEO Index ranked 424 cities around the world considering the following factors:

The level of crime
Safety walking during daylight and night
Mugging or robbery and car stolen
Physically attacked by strangers
Insulted or pestered by anybody
Physical attack because of your skin color, ethnic origin, gender or religion
People using and dealing drugs
Property and violent crimes

Too many of these type of rankings. Take them with a pinch of salt. Singapore is still top 10 safest in these rankings (different positions though, 2, 3, 6 and 4 respectively)

If a country needs to install huge numbers of cameras, it is no longer safe lah. Rotfl
