Not surprise if they catch many ah neh doing the act. Once I was walking behind an ah neh bu who was carrying a plastic bag of stuff . When we were crossing the bridge, the ah neh bu suddenly swing the her hand up sending the plastic bag into the big drain.

He also cannot change due to his stubborn bad habits

Fine them $500 X 4 times and then put them on Monthly Corrective Clean- up for 5 years 

is a better solution

Parents are fully responsible to build good habits in a child since young. However, some parents do not bother at all. Mother walking with daughter can throw her unfinished bubble tea on the floor and walk away. Maybe we should also fine the parents for lack of upbringing.
