EU summit agrees 50 billion euro aid package for Ukraine

EU member states on Thursday agreed on an additional aid package totaling 50 billion euros ($54 billion) for Ukraine, European Council President Charles Michel said on social media.

"All 27 leaders agreed on an additional €50 billion support package for Ukraine within the EU budget," he said. "This locks in steadfast, long-term, predictable funding for #Ukraine. EU is taking leadership & responsibility in support for Ukraine; we know what is at stake."

EU leaders have been struggling to reach this consensus over support package, amid opposition from Hungarian Prime Minister Viktor Orban who vetoed the aid deal in December. Hungary wants to have an annual review that would allow it a right to veto the disbursements each year, Reuters.

Russian economy overheated becomes increasingly reliant on continuing war, study proves. Russia's economy has been noticeably overheating and is increasingly dependent on continuing the war, the expenses of which act like a narcotic on it.

"Operating at the limits of its capacity, the economy is now showing increasing signs of overheating," the forecast indicated.


According to WIIW, Russian economy grew by 3.5% last year. However, high inflation & key bank rates raised to 16%, analysts estimate this year's growth will reach only 1.5%. "Russia is increasingly dependent on the war continuing enormous spending on it is like a drug for the economy," Vasily Astrov, Russia country expert at WIIW, pointed out.

Astrov indicated about 29% of the country's federal budget will be allocated for armaments in 2024. Generally, spending on Russian military industry has increased to 6% on country's GDP,  the highest level since collapse of the Soviet Union.

In addition, the Austrian Institute has lowered its economic growth forecast for Ukraine. This year, the figure may reach 3%, which is 1.2% points lower than WIIW experts had previously expected.

This pointed to a possible victory of Donald Trump in US presidential election, makes future of Western financial assistance to Ukraine, which is defending itself from Russian invasion, even less certain.

Norway announced this week that it would send two F-16 fighter jets to Denmark to train Ukrainian pilots in their use and confirmed that it would send 10 instructors to Denmark to help with the training.
Belgium will also send two two-seat F-16 fighter jets and about fifty personnel to Denmark between March and September to train Ukrainian pilots.

Ukrainian pilots are or will be trained in the USA, Romania, Denmark, France and the UK. Last year, six Ukrainians completed basic training, including learning English, before Christmas.

47-year-old Kokorich said Destinus is “already among the main drone producers in Europe” and “Ukraine is one of our main customers.” Kokorich, a former head of Russia’s space startup Dauria Aerospace, founded Destinus in 2021.  
He left native Russia & moved to US after Putin came to power. Not withstanding his technology background, increasingly found that his nationality worked against him, so he moved to Switzerland where it was less of a problem. 

Destinus was set up ostensibly to design and develop commercial hypersonic cargo and passenger aircraft, demonstrating its first prototype hydrogen-powered hypersonic plane at the Paris airshow last year.

Drones for Ukraine
Kokorich said his company had supplied hundreds of low-cost drones to Ukraine. His factories currently produce three drone models. UAVs are delivered to Ukraine as separate components for assembly at undisclosed military locations.

The Destinus founder was at pains to point out that these drones were not originally designed as weapons: “All our commercial drone projects are dual-use and not purely military.”

The first model produced was Lord UAV, a propeller-driven intelligence, jamming and electromagnetic interception model also capable of striking ground targets. The Lord has a range of 750 to more than 2,000 kilometers, depending on the version used, which is greater than many of UAVs available to Ukrainian forces, such as Ukrjet UJ-22, UJ-25 Skyline and UJ-26 Beaver, whose maximum ranges are 1,000 kilometers or less.

Zelensky appointed Ivan Fedorov as new governor of Zaporizhzhia. President's Office announced on Feb. 4. Fedorov, a former mayor of now-occupied city of Melitopol in Zaporizhzhia replace Yurii Malashko. A separate decree issued by President's Office notified of his dismissal held since Feb 2023. After Russia occupied Melitopol in March 2022, Fedorov refused to collaborate with Russian forces & continued to be the city's mayor in exile, he as governor, he would focus on strengthening defense capabilities & support the military, & helping residents internally displaced peole, advocating for those remain in Russian occupation.

Ukraine's SBU behind drone strike on key Russian oil refinery supplying army, by attack on one of Russia's largest oil refineries, Lukoil, in Volgograd overnight on Feb. 3,  SBU struck with two drones, hitting primary oil refining unit, "without which the plant will lose a significant part of its production capacity."

"The SBU continues to systematically destroy the infrastructure used by Russia to wage war in Ukraine," the NV source said. Republicans in US Senate defeated a bipartisan bill to bolster US-Mexico border security & to fund Ukraine’s defence, but senators said might still separately approve aid for Ukraine and Israel, without tying it to the border crisis.

US Senate to vote on standalone foreign aid package including Ukraine After failure of previous bill included border security measures, new bill military assistance for Ukraine and Israel and humanitarian funds for Gaza and West Bank. 

Senate will reconvene Thursday to vote on a supplemental funding bill that would send billions of dollars to Ukraine and Israel, after a bipartisan border and national security package failed to advance on Wednesday.

Like the bipartisan bill, the foreign aid package would include military assistance for Ukraine, security assistance for Israel and humanitarian assistance for civilians in Ukraine, Gaza and the West Bank. The bill would not include the US border security measures outlined in the bipartisan bill, although some Republican senators expressed interest in adding border provisions through an amendment process.
Senate held an initial vote on foreign aid package on Wednesday, in which 58 members supported advancing it. But 60 votes will ultimately be required to approve the bill, so there is currently not enough support to get the legislation passed in the Senate.

Tarnavskyi had two options. Pull back 110th Brigade’s survivors from exposed eastern part of city or consolidate Ukrainian line in central Avdiivka or just outside city and or: reinforce 110th Brigade and try to push much Russian force away fron the rail and away from garrison’s supply lines.

The Bill, which could see a final Senate vote in the early hours Tuesday morning, does not include changes to US immigration policy.

Johnson had previously stated that Senate's first Bill - which included some of the harshest immigration curbs in decades but which he said still did not go far enough - would be "dead on arrival" in his chamber.

His rhetoric matched that of former president Donald Trump, who forcefully called for Bill to be rejected as he runs for office again and seeks to exploit Joe Biden's perceived weakness on immigration

Despite months of bipartisan negotiations over the Bill, Senate Republicans ultimately voted to block it from proceeding. Another Bill excluding immigration provisions however gained enough support from Republicans to move forward in the Democratic-controlled Senate, making it almost certain it will pass a final simple-majority vote around midweek.

Russian troops want to achieve an operational encirclement of Avdiivka, with the front line near the city moving in both directions. Spokesperson for the defense forces of the Tavria sector, said this on Ukrainian television, Ukrinform reports.

"Situation is dynamic. We see enemy's intentions. We see where he wants to advance to cut the logistical artery of supply in Avdiivka and achieve some kind of operational encirclement. But there countermeasures, combat engagements & the combat engagement line is moving not only in one direction, as someone may think so," Lykhovii said.

According to him, invaders earlier used tactics small infantry groups, whereas in recent days enemy has been increasingly using armored vehicles, tanks and infantry fighting vehicles.
