Boris Pistorius arrived in Kyiv on Tuesday by train, , according to the AFP news agency. It’s understood he is seeking to offer reassurances on Germany’s support for Ukraine in its war against Russia. The German defence minister is due to hold talks with his Ukrainian counterpart as well as President Volodymyr Zelenskiy. This is his second visit to the capital since he took on the role.

It’s a visit that comes after an increase in Russian air attacks on Ukraine and as Kyiv braces for an expected rise in strikes on the country’s energy facilities over the coming winter months. It is Pistorius’s second visit to Kyiv since he became defence minister at the start of this year and it comes a day after the US defence secretary, Lloyd Austin, made an unannounced trip to Ukraine.

Berlin is the second-biggest supplier of military assistance to Kyiv after the US. The chancellor, Olaf Scholz, pledged last month that Germany would maintain its aid to Kyiv, insisting that “we will support Ukraine as long as necessary”.

When, after February 24, it became clear that the Ukrainian government was not going anywhere and Ukraine was fighting, the question of providing military aid arose. On the first or second day, a Ukrainian official wrote on WhatsApp to one of the Polish ministers that they needed fuel and anti-aircraft complexes.

According to translated and paraphrased excerpts of the book posted on X (formerly Twitter), the need to send military aid to Ukraine arose after it was evident that the Ukrainian army and government were intact and would last longer in the war than expected.

The Poles planned to hand over the MiG-29 to Ukraine and desired to do it in a way that “would not put Poland in danger.” The Americans were “ambiguous” on this issue and pointed out to Zelensky, who had since been in touch with Poland, that Duda was opposed to handing over the MiG. “As a result, Zelensky personally called Duda.”

American reluctance could be explained by the jets being seen as a direct participation in the war by the North Atlantic Treaty Organization (NATO) member country, which could make it a legitimate target. A proposal to divert Roman Abramovich’s £2.34 billion Chelsea sale fund to Israel rather than Ukraine was discussed after the Hamas terrorist attack, Telegraph Sport can reveal.

The UK is understood to have turned down the high-level suggestion, with ministers believing it had been a move by the sanctioned oligarch to avoid condemnation in Russia.

Abramovich first promised proceeds for “all Ukraine war victims” after putting Chelsea up for sale on March 2 last year, 8-days before facing sanctions over alleged links to Vladimir Putin.
