I think there isn't much that one can do to lower living cost as long as he/she stays in Spore.
But for middle and lower class retirees, I believe moving into a retirement-friendly apartment in the region will be the way to go.
E.g. Shareexchange's suggestion of teaming up to retire in Thailand, or Southern China if one is able to get a long-term stay VISA.

Goods and services will be relatively much cheaper in these countries. Like for the price of a Cat A COE here, one can buy 1.5-2 cars overseas. Petrol is cheaper too. Food will be tastier too - visited Krabi a few years ago and the eatery used fresh sea prawns that tasted damn sweet, went back a few times as as result. Hawker here will never use sea prawns.

Sean, a PRC vlogger in Chiangmai, preparing & celebrating CNY "reunion" dinner with his frens:

Or medical checkups and dental services. A fren had a maid who started complaining of abdominal pain/discomfort. Just the few visits to the GP with a simple UTI test cost more than $600. In China, a lady can get a full cervical checkup at the hospital for just RMB700 (S$150) and this price included checking for more than 20 HPV strains that are known to cause cancer. And good luck if one's helper is struck with a major illness and the employer has to pay for her full medical treatment and post-surgery costs (maid insurance coverage is very limited).

“Retirement" Hostels in China Hainan that provides all 3 meals.
It will be good if Malaysia and Thailand also provide such cheap long-term accommodations.

Mid-tier one cost around S$700-800/mth per pax for a twin-sharing room with stay duration of 3-4 months like this one in 陵水 (district beside Sanya):

Or this highend hotel by Evergrande in Sanya costs S$1400-1600/mth per pax:

Low-end hostels cost S$350-450 per pax per mth:

Laos can be another destination for Sporeans to "retire" as their labour cost is still quite cheap now - S$170 for a domestic helper.
One (or a group) can rent a large house like this vlogger and make frequent HSR/train trips into China or Thailand for tours, shopping, medical checkups/treatments or VISA run.

In Sg, if you stay private house and jobless, you are seriously in trouble as you are spending and drying up your savings.

this inflation problem has been solved by govt in other countries for more than 50 years ago.

why PAP govt cannot solve for the last 50 years ?

very easy to solve.

very easy to solve.

for example, if the electricity cost goes up by $1, other govts will subsidise the cost by $1
the net effect is that there is no increase for the citizens.
this is how other govts solve the inflation problem.

usually, PAP govt tries to solve by providing rebate of $0.5 for 1 year.
after 1 year, you have to face the inflation problem for the rest of your life.

if PAP asks you to vote for PAP, you can tell PAP that you will vote PAP for 1 year and vote WP/PSP/SDP for the next 4 years, can ?

羊毛出在羊身上。The govt can subsidize you $1 but will have to get back from you another way.

Our currency appreciated for the past 10 years but did we benefit from it?

Not even now. Last time S$10 can buy MYR20 of vegetables but now, use same S$10 for MYR30 still not enough.

Why do we need 5 Mayors and 80 PAP Ministers?

In staying in private house, and jobless, then need to sell private house, and use the money for daily expenses.  Don't expect help from the govt....
