2 types
1) Unknown number: Even the phone has no SIM card, the call go thru'. Likely because the phone was used before.
2) Known number: You can call back. Some can go thru, some cannot.

It is not easy to reach an officer to help you, cos you are referred from one section to another. Press 1 for English, Press 2 for kind of transaction, and so forth.  At times we will need to wait a good 10 minutes before can get to an officer to help you,....

I don't call back unless I know the caller or am expecting someone to call.
