If you read this part:

Have a feeling that they have long already surpassed the achievement. When the Chinese claim this kind of thing publicly, knowing fully well that they will definitely face action from the West and highly possible sanctions, in actual fact they are already 4 or 5 steps ahead. Chinese don't show hand so easily one.
